It is agreed and ordered by the aforesaid director general and councilors that a 10 percent recognition fee of the true value shall be paid on all merchandise that is imported here from the North, Virginia, or elsewhere without this province, except for the provisions of malt, tobacco, and sugar, on which for the time being no recognition fee shall have to be paid, and merchandise is also understood to mean and include all wines, beers, vinegar and oil, on which, as on other wares, recognition fees shall have to be paid as well.
