To the director general and councilors of New Netherland.[i]

The schout, burgomasters and schepenen of this city of Amsterdam in New Netherland, finding themselves very limited by the instructions given to them regarding the sentencing and execution of criminal matters that happen to be brought before our court, and that other courts of justice within this your honors’ province have herein larger privileges than this; therefore, we request that your honors would be pleased to allow this city that the schout, burgomasters and schepenen may judge and execute sentence in all criminal matters, capital cases excepted. Awaiting your honors favorable disposition hereupon, we remain,

Your honors’ obedient servants, the schout, burgomasters and schepenen of this city Amsterdam.[ii]
